I have the honour to report that on the
27th September last Ng Pak-sin, Compradore at the Post Office, absconded, and an examination of his accounts showed a deficit of $3,697.37, as set out in the enclosed copy of a report by
the Auditor.

The Compradore's principal duty is to supervise the immediate issue of postage stamps for sale to
the public, for which purpose he receives a stock of the face value of £3,000; and as this stock becomes depleted he buys
a further supply from the Postmaster-General against cash received from the stamps that have already been sold.
3.
The main stock of stamps is issued at monthly intervals from the Treasury strong room, and it is checked into a safe in the Postmaster-General's Office by the Postmaster-General and the Compradore, each of whom holds the key of one of the two locks in the safe. From this safe stamps are issued to the Compradore for distribution to the selling
shroffs.
4.
It appears that Mr. S.B.C.Ross, the Post- -master-General, had made it his practice to hand his key to Mr. A. J. Reed, the Accountant, who opened the safe in con- -junction with the Compradore and checked the stamps which
were taken out.
